Pre-check before we plan: Aditya set the budget at ~SGD 1,000/person all-in (~SGD 35k for 35) and asked us to verify flight prices first. Nidhi suggested Kuala Lumpur; we're now putting it side-by-side with Ho Chi Minh City (HCMC) so we can decide on cost, visa friction, direct flights, hotels and weather together. Verdict: both clear the budget — KL is cheaper and lower-friction; HCMC is the fresher vibe with cheaper local transport. KL stays the recommendation.

| Airport → hotel (RT cap/pax) | SGD 30 | SGD 8 | HCMC · ~1/4 |
| Sep weather | Inter-monsoon, warm 27–32°C, brief PM storms, no typhoon | Rainy season — warm, PM downpours | KL (drier) |
| Vibe / novelty | Familiar, very easy logistics | Fresher, more "offsite-y", great food scene | HCMC |
| Overall verdict | TOP PICK | Strong alternative | KL |
Bottom line: KL wins on the two things that matter most for a 34-person multi-passport team — cost and visa friction. HCMC is genuinely competitive (hotels comparable, transfers far cheaper, fresh destination) and is the right call if Nidhi wants somewhere new. All figures are planning estimates to re-confirm live before booking and before any disclosure to the team.

Where the gap comes from: HCMC is dearer from Singapore (KL is a S$150 hop vs ~S$280 to SGN), Abu Dhabi (Etihad nonstop to KUL vs 1-stop to SGN), and the secondary EU cities (Sevilla/Genova price as long 2-stops). HCMC is cheaper from Hanoi (domestic hop), Delhi, Hyderabad and Kashmir. Note Udaya is KL-local (no flight) but would fly KUL→SGN (~S$200) for HCMC — that one extra seat is part of the gap. Caps are ceilings set just above researched economy fares (Jun 2026, airline sites + Skyscanner/Kayak/Google Flights). Re-confirm live once a date is locked.

Both cities track the same seasonality — Sept windows are cheapest. KL runs ~SGD 2,400–2,700 below HCMC in every window. Sep 6–9 / Sep 13–16 are the cheapest, and Sep 6–9 is the only one of those that's clean on birthdays.

KL strengths: most Asian origins are nonstop, and Paris & London have Malaysia Airlines nonstops (~13h, no layover). Sevilla & Genova need 1–2 connections — book one through-ticket. Kashmir & Ranchi are domestic-feeder + international — build a generous layover.

| France (Paris) | Vietnam Airlines | VN10 (CDG–SGN) | 13:30 → 06:55 +1 | 12h20 | Direct (3x/wk) |
HCMC strengths: Hanoi is a 2h domestic hop (cheapest leg of either city), and Paris & London have Vietnam Airlines nonstops. Weaknesses vs KL: Chennai loses its nonstop, Abu Dhabi needs a connection, and Singapore costs more. Connection-dependent legs (Chennai, Kashmir, Ranchi, Abu Dhabi, Sevilla, Genova) are rougher estimates — book through-tickets.

Range S$90–280. 35 rms × 3 nts ≈ S$11,550–26,250. Pullman = best 5★ MICE; Novotel = best value; Eastin = cheapest full-conference + near airport.
Hotels are broadly comparable — KL's mid-range is a touch cheaper and it has more sub-S$120 conference hotels. Both can house 35 + run a 2-day conference. If we share twin rooms (~18 rooms vs 35), halve these totals. Conference day-delegate rate (room + 2 breaks + lunch): KL ~S$3,500–5,600 for 2 days; HCMC ~S$4,200 (4★) to ~S$5,950 (5★).

HCMC transfers are ~1/4 the cost of KL (SGN is only 6–8 km from District 1; Grab is cheap). Both: group arrivals by landing time, 4 pax/car, one "transport buddy" claims & splits. Wed departures — book cars 3h before intl flights.
| Destination | Sep weather / seasonality | Visa friction | Accessibility / direct flights | Hotel /nt | Airfare | Verdict / fit |
|---|---|---|---|---|---|---|
| KL, Malaysia | Inter-monsoon: warm 27–32°C, brief PM storms, no typhoon | Lowest — 1 visa (Minahil) | Best — direct/1-stop from all; MH nonstop LHR/CDG | S$90–175 | Cheapest | Top pick |
| HCMC, Vietnam | Rainy season — warm, PM downpours | Medium — ~22 eVisas (Indians + Minahil) | Good APAC directs; VN nonstop LHR/CDG; India 1-stop | S$90–280 | +~SGD 2.6k vs KL | Strong runner-up |
| Penang, Malaysia | Like KL: warm, some rain, no typhoon | Same as KL — 1 visa | Good but fewer intl directs; most via KUL/SIN | S$70–140 | Slightly > KL | Softer alt: food + heritage + light beach |
| Bangkok, Thailand | Peak rainy season — frequent heavy rain | Low — 1 visa | Excellent hub; EU directs available | S$70–120 | Low–moderate | Great vibe + hotels, but wettest month |
| Bali, Indonesia | DRY SEASON — sunny 28–31°C, best weather | High — ~30 VoA | Moderate; India/EU 1–2 stop, long | S$100–180 | Highest | Best vibe + weather, priciest flights |
| Jakarta, Indonesia | Dry-season tail; warm, humid | High — ~30 VoA | Good APAC directs; EU 1-stop | S$80–130 | Moderate | Done before; less offsite-y |
| Phu Quoc, Vietnam | Wet / SW monsoon — frequent rain | ZERO visas — island exemption (all) | Limited; mostly via SGN/HAN | S$80–160 | High (connections) | Best beach + visa, BUT Sep rainy |
| Phnom Penh, Cambodia | Rainy season — wet, humid | Highest — ~28 eVisas | Weak from India/EU | S$70–120 | Moderate | Not recommended |
Sep weather is the big filter. KL/Penang are fine (no typhoon); HCMC is in rainy season (afternoon downpours, but rarely all-day). Bali is the only beach pick in dry season. Phu Quoc uniquely needs zero visas (island 30-day exemption) but Sep is its rainy month with weak flight access. KL stays the Sep call; HCMC is the strongest non-Malaysia option.

| # who need a visa/eVisa | 1 (Minahil) | ~22 (all Indians + Minahil + Devansh) | 1 (Minahil) | ~28 | ~30 |
This is the clearest split between the two: KL needs 1 visa (Minahil); HCMC needs ~22 eVisas — every Indian passport (19) plus Minahil and Devansh must file a Vietnam eVisa (~US$25, ~3–5 working days). That's a real admin lift for the team. *Indian Malaysia waiver valid to 31 Dec 2026. EU/UK/Russian are visa-free 45–60d for Vietnam. Malaysia needs the free MDAC card; Vietnam eVisa is online.
